Since you asked...
I¹d pay between $750 and $1000 for an 7² Android Tablet with a 30Mhz-6GHz
SDR that produces .5 to 1 watts out of an SMA connector. Needs to have
GPS, Wifi, have at least a dual core 1.2GHz processor with 1GB of RAM,
takes SIM cards, and can take external power through a 2.5mm barrel
connector. I¹d pay another $250 for a 2m/70cm external amp that takes the
output of the tablet to 10 or 25 watts, maybe even with a pre-amp in it.
Bandwidth on the SDR should be 20Mhz (20+msps). A camera would be nice
(since most tablets have them).
Unfortunately, you¹re probably talking $100k just to R&D such a device,
and another quarter million to prototype and prep for production. The
OpenMOKO guys tried this with JUST a cell phone, and never really made it
work.
