[aprssig] Igate packets

Just take the as-received TNC-2 format packet and send it to APRS-IS on
a validated connection. If you can insert a qAR,<IGateCall> at the end
of the path, it's a bonus.
But why re-invent the wheel? There's good APRS IGate software available
for nearly every platform out there now.
