Look for aprs101.pdf and study the over-the-air packet formats.  Then 
crack open http://www.aprs-is.net/Connecting.aspx to learn how to 
connect to the APRS-IS.  Then write some code that blends that knowledge 
together with your already existing HTML and web server experience and 
you've got what you're looking for.

Or just point your users to aprs.fi's weather pages for your station 
like http://aprs.fi/weather/a/AF4EX
