[aprssig] Simple comms program

The serial port monitor in the Arduino IDE does just this (and not much
else).  Cross platform, too.  Not recommended if you want to do things like
flow control or file transfers, or logging, etc.

Not sure if you're a Windows guy, a Mac guy, or a Linux guy, so I'm not sure
what else to recommend.
