[aprssig] APRS Destination Address for satellites

APRS has standardized an ID series for amateur Oscar spacecraft.  APOxxx.

This shares the code space with APRSpoint (I do not have any info on what
xxx they claim), OpenAPRS with APOAxx, Opentrack with APOTxx and APOD1x
and APOU2x, and KissOZ.dk Tracker using APOZxx.

At the request of Juan Carlos, LU9DO, AMSAT-LUwanted a series of APRS
designators for uniquely identifying AMSAT APRS applications.  He
suggested those beginning with the letter O for OSCARS. Argentina chose
APOLUA for their first one.  So, APOLUx can be simply listed as AMSAT-LU
Oscar Satellites.

APRS applications include this identifier in their packets so that the
source of APRS data can be known.  See the list
