[aprssig] Automatic Voice RFelay System (AVRS) and ALLSTAR

Thanks for the reminder.  I knew it was a simple fix, but IIRC, the 
interval= parameter isn't in there to start with so you've got to have 
acquired that knowledge from somewhere else in order to accomplish the fix.

PS.  See the following stations as examples that are still delivering 
packets to APRS-IS every 30 seconds (and only because of the APRS-IS 
dupe detection allowing those through):

K5KKO-1, WB5NFC-10, ZS5PMB-R, KF5LOG-1, N4GUS-1, VE3EI-L, N1DOT-6 - You 
get the idea...
