[aprssig] Automatic Voice RFelay System (AVRS) and ALLSTAR

Very aggressive included a default parameter that caused AllStar nodes 
to beacon their presence to APRS-IS at a 10 second rate.  And it was a 
hidden parameter that has still not been corrected on some AllStar nodes.

So if you happen to notice a local APRS station beaconing at an extreme 
rate, please contact them and ask them to research how to tame their 
installation.
