Although it may seem trivial, it's still an additional complexity. There 
are lots and lots of small additional complexities in all of the 
specifications around APRS, and together they add up to a large amount of 
code that could be said to be trivial.

As a software author I would appreciate it if all specification updates 
would aim for reducing special cases where possible. In this case, it 
would be simpler to just say it's FFF.FFF with the trailing zeroes. It's 
quite as human readable, too.

Small things like this would make the life of future software authors much 
more pleasant!
