Because boxes die, and they are (or were) not necessarily in the same
datacenter.
A quick check of the other core servers indicate that connections are
open for those who use the recommended rotate.aprs.net name, instead
of connecting to a particular server. If a particular server is
unavailable or maxed out, a client should reconnect to rotate and get
a different server.
Anyone having trouble isn't following recommended practice.
