Seriously, isn't that what APRS-IS is already? The only difference is that not every RF station is within direct (versus digipeated) contact range of a 2-way IGate.

Doesn't that exist already?  I think it was "invented" by Al Gore and he 
called it... what was it....that thing that's just a series of pipes...
