You probably could use the ui-digi code as a starter or maybe port over 
digi_ned
There are a few things to keep in mind, just sugestions offcourse to 
make it more usable then just Bob's diagram:
make sure it is flexable, in some area it might be unwanted to gate 1k2 
trafic from vhf to 9k6 on uhf while in other areas this is desirable etc.
make sure it is expandable, Bob only envisions 144.39 en 144.99 along 
with one 9k6 uhf channel but some might like to add extra inputs on 
repeaters or telemetry input, maybe weather data, important to plan 
ahead for that even if your current hardware platform does not provide 
for that.
