[aprssig] Deprication/abandonment of the X1J exception

Would anyone object to abandonment/deprication of the X1J exception?

That was put in there for the special case of existing X1J packet nodes back
in the mid 1990's so that those networks could support APRS.  I see no
reason to continue that very miniscule exception.  I am not saying this has
anything to do at all with the present discussion, but now that this obscure
little kludge has some to light, it should be eliminated to help streamline
the spec.

In my APRS object generation code, I change any existing ! characters
in the first 40 characters to a space, and I'll pad a packet with
spaces if needed to ensure that !x! appears as or after the 41st
character.
