I assumed everyone understood that.  If you do not have the 440 to 450 band, then the comment does not apply.

And Kenwood makes different model radios for each area.  The USA has 440 to 449.999 for repeaters etc.  So it only makes sense that if the freq is above 445 MHz, then it must be a -5 MHz offset or it would be out of band.  And if the freq is below 445 MHz then the 5 MHz offset is positive or it would interfer with the satellite and ATV band (in the USA).

If your country's Kenwoods are the USA model D710A and  you also have the 440 to 450 band, and if + or - 5 MHz is not your standard offset, then let me know.
