The vast majority of your message was scrunched all together making it a
very difficult read.
Anwyay, re the above snippet. If somewhere in the packet, even in the
payload, there is a Ham call that somehow identifies the originator, it's
legal.
The biggest problem for us now re NoV's for unatended (digi, iGate etc)
use, is the need for at least three keyholders (as in front door key)
whose contact details will be held by Ofcom, and government department,
so, if they for whatever reason want your station shutdown, they will
call on one or more of that list to do the job.
Remote shutdown (by ANY and multiple means) is not permitted, sadly.
Even, if there is absolutely no possiblity of remote or auto restart.
That, and living in a village full of ex diplomats and similar types, no
one wants their details known by any government agency! (Can't say I
blame them either!)
If CB users can do all that you say legally in Holland, why bother
upgrading to a full Ham licence? Can't see any incentive if all you want
to do is talk and play datamodes.
