Yes. The Pi runs a full Linux (or plan 9 or riscos or Android, or...)
operating system.

There is even a raspbian distribution, that is a debian port to utilise
the onboard floating poing unit, that, just as in debian, you can
install the usual Linux AX.25 utilities
