Because there's not nearly as many stations receiving on HF APRS. And
AFAIK, the transmitters aren't as cheap or generally available. And the
antenna would be much bigger (and heavier) as well.
If anyone knows of a cheap SSB HF 30m transmitter, or better yet
transceiver, I'm interested!
