[aprssig] K6RPT-12 Balloon Seems To Be Having GPS Problems

Pretty interesting looking at the speed and altitude graphs on APRS.FI 
as well...

When you see the color-coded-by-altitude path here:

it's more obvious what's happening.  The GPS receiver onboard is 
shutting down momentarily or resetting, causing the position fix 
to "hiccup" as it restarts.  Additionally, it apparently is coming 
back up in 2D mode, causing the apparent altitude to drop to zero 
before recovering to a 3D fix with the 100,000 ft altitude 
reading.

(The track line is black for reported altitudes below about 10,000 
feet, while the normal 100,000 foot level yields an orange-to-yellow 
line.)
