According to his toCall (APERXQ see 
http://www.aprs.org/aprs11/tocalls.txt), it's an "Experimental tracker 
by PE1RXQ".  His beacon comment is "ALL-IN-ONE APRS GPS TRX 5W".  I'm 
not sure what equipment that might be, but anyone can actually put 
anything in to a comment like that.

PS.  Here's a few raw packets and APRSISCE/32's interpretation of the 
station's information.
