In France, we use prefix APFD+number since 10 years ago. 
I use APFD57
AP -- > Generic APRS
F  --> France
D --> Departement
57 --> French number of  departement ( 01 to 95)   57 is Moselle 
 
For what ?
This method is easy to know where is the station or digipeater without to know him position.
 
With our friends next border, there also use them prefix
Belgium region Arlon  APBELU
Luxembourg APRLX 
Germany region Saarland APSSAR

Firenet is two things.  It's the APRS-IS subnet server that Pete described and it's also an assigned ToCall prefix of APF.  Unfortunately, not all APF prefixes are actually firenet.  There seems to be an undocumented APRS platform using APFDnn (from 01 through 91, non-contiguous) and another using APFRnn (specifically 38 and 67).

If you set an APRS-IS filtered feed to u/APF* -u/APFMET/APFIRE/APFH2O (or just u/APFD*/APFR*), you'll get these stations which seem to be mostly Fn prefix callsigns.  If anyone knows for sure (not just based on their comment) what these stations are running, it'd be nice to get it documented at http://www.aprs.org/aprs11/tocalls.txt
