[aprssig] Satellite positions: FREQUENCY

Then you are to be congratulated.  There are still RELAY/WIDE stations 
running around, granted that not many of them are IGates.

But the point of my effort is to get information available to APRS users 
without needing to mobilize the 2,504 IGate operators world-wide to get 
something going.
