[aprssig] Satellite positions: FREQUENCY

+1 vote from me.  I think we can do a whole lot more with a single generic
name for the autoresponder, and put interesting stuff in the message
(command) we send to it.  Much better foundation for this sort of thing,
beyond just satellites.  Think about how the email, email-2, and especially
winlink (wlnk-1) services work.  They're autoresponders too...
