[aprssig] TAPR Dayton Solar Talk

Here in Upstate NY, we've had CFL's in our outside doorway fixture for
a couple of years.  But when it gets below freezing, they're so dim
that they may as well not be there at all, regardless of how long you
leave them on to "warm it up".  Same behavior from a couple of
different brands.
