APRS WX guys???

I got this email from some students headed out to Oklahoma to chase storms.
They refer to some tracking capabilities.  Does any of this use APRS?
Should I loan them a D700 for their mobile?  Maybe there are not enough
digipeaters in those flatlands to be tracked on APRS?  Tell me ASAP, since
they leave in 4 hours...  Bob, WB4APR
