[aprssig] Duplicates evident on aprs.fi

Thanks for your comments, Lynn.

The VX-8R is sending a packet with 17 bytes when monitored locally 
(using KISS TNC and FBB software). This starts with a ` and the last 
char visible on the monitor is _ which accounts for 15 of the 17 bytes. 
These match exactly with what is seen on aprs.fi. I cannot tell locally 
what the last 2 bytes are - the display is blank after byte 15. The 16th 
byte must be space because underscore space indicates a VX8R. aprs.fi 
indicates the 17th byte to be a space, but I can't confirm that locally 
at the moment. Other VX-8R users may be able to help out here.

Posits from VK2MRX-7 seem to suffer the same effects as mine.
VK2ZEN-5 direct with two spaces is running APRSd.

VK2VK-5 via VK2RTZ-1 with no spaces is UI-View32 - same result as VK2HIM-1.

VK2BTQ-5 via VK2RTZ-1 and VK2US-1 with one space is APRX v22. VK2US-1 
digipeater runs UIdigi.

Next, will have to try it with my own IGate running UI-View32.
