[aprssig] GPS interference/Lightsquared testing in Las Vegas

A friend of mine setup a monitoring station 12 miles from the
transmitter, and found that the number of sats seen dropped from 8 to
4, and the horizontal accuracy cut in half.  At 5AM, when they turned
it off, the signals improved.  Also, apparently, the transmitter was
at 1/2 power.
