This was my approach to users that kept typing lower case.  It now 
upcases message callsigns unless the user explicitly asks it to allow 
lower case.

I have to disagree with this one, though.  If upper/lower is different, 
then it's different.  Whether some of us like it or not, APRS-IS treats 
different case as different stations.  Give the number of newer 
intelligent devices out there, I believe we should go forward with this 
approach.  Especially with your discovery of the sensitivity of the D7.
