I don't set the standards, I only remind people of what had been hashed 
out in the past, decided, and is something that current APRS-IS users 
need to be aware of.  According to 
http://wa8lmf.net/aprs/JAVaprsFilters.htm by Roger Bille (I believe the 
author of the APRS-IS filter implementation), the change to case 
sensitivity happened in v3.1.  I wish dates were included on such stuff...
