I don't know about the rest of you but to me if Bob WB4APR wants to ask us the best way to grow "roses in winter" I say it is on-topic. Contrary to the democratization of APRS through multiple authors and standards committees, if it was not for Bob we would not even be on this list so I say let him at it. 

I will say that Bob's question was if the rig was worth repairing (and if so, where he should send it). The volume of "Me too!" emails is pretty funny. We are glad that your Father's co-worker's Uncle had a 430, but that does not really help Bob out.
