It depends if they have the actual RF to IS Igating enabled, but I'd 
guess that most of them are.  However, because of the APRS-IS duplicate 
filter, you probably won't seem them at aprs.fi or any of the other 
-IS-fed sites.

PS.  All I can state with certainty is that they have at least one RF 
port configured whose reception traffic is currently fed to a central 
server with no filtering.  NOT via APRS-IS.
