It's been doing that for a good percentage of it's flight if you don't 
observe it with something that attempts to filter out these delayed 
packets.  aprs.fi has a good algorithm and so does APRSISCE/32.  The 
algorithms work better with packets containing timestamps, though.

PS.  That'd be the pink squares along the track of the balloons in 
http://tinyurl.com/6lq22pu  You'll see it's nearly every track point had 
at least one delayed duplicate.
