[aprssig] Clubs, FRS and Ham Response teams

When I function as Communications lead for the ADA TourdeCure/Chicago..we
have the XYL of one of our ops who is not licensed shadow the start/finish
grounds people using FRS...she is about 1/2 mile away from us and works
great. And she loves being involved. :-)
