[aprssig] D700 funny business - sometimes beeps when should transmit?

I've got a D700 that was bought used. This is my second D700, lost the 
first to a car breakin.

This D700 sometimes transmits position OK. Other times, it beeps when it 
should transmit. We tested this by varying the beacon period and timing 
the beeps with the squelch way up. Sometimes it works fine, other times, 
not. GPS is flashing, transmitter works fine when the mic is keyed. Will 
try POR and reload, but was wondering if anybody had this happen before? 
Beep is set to 'MINE'.
