[aprssig] New-Paradigm and Italy: finally !

Just to inform every one on the list that finally also in Italy we begun the 
migration to the New-N Paradigm.
Yes, I well know we are the last in Europe but I hope we will reach the 
other countries in a short time.

We formed an APRS Team just to discuss the adoption of New-N Paradigm, the 
use of Local Frequency Info and other initiatives that will come in the 
future.

Unfortunately we are still encountering many misgivings in using WIDEn-N, a 
bit out of laziness and a little for old teaching about APRS.

We are also using various systems to check and disclose the path to the 
users and maintainers:
