So rather than using PL tones, could we not do something like using the DTMF key 
associated with the last 2 characters of their call for example?  So, since I am 
W5GGW, I would use 49?  It could be the first and the last characters or 
something else that would provide a unique "tactical" identifier.

That would seem to be much more easily implemented and managed than PL tones, 
which provide all kinds of interesting issues.
