Doesn't have to.  Only one radio at the event has to be the
APRStt decoder radio and there are plenty of radios with direct
disriminator access on the rear panel.  In fact, just about
every mobile radio made over the last decade has it on a mini
din connector.

Again, only one radio is involved.  Every other radio used by
the users Transmits PL just fine as is... Its built in to every
modern radio and HT.

And as a counter argument to the above one, the power of this
APRStt including this PL option is that it uses what every ham
already has.  And that was the basis of the initial success of
APRS, because it used the existing packet hardware that everyone
already had.  

Now by using APRStt as a compatible entry point for all the rest
of ham radio operators to participate in an event where APRS is
being used as the resource tracker and data gatherer, it makes
it much easier for them to get involved with ZERO investment.
