Can someone explain how the D700 Time and UTC Offset relate to the received message time on the D700 and APRS-IS time?

Now, Obviously The time reported on Findu is UTC (That's why I was checking), but Beacons don't contain time. It doesn't seem that the D700 time is used for anything but times-tamping received packets... so it would appear that the offset isn't needed.

Does anyone know how the D700 parameters are used, in particular the Offset?
