Which, by blocking original packets due to previously received mangled packets, is modifying the payload for all clients, servers, etc. that are connected to your software.  This is the point you are failing to understand.

The issue has been and is the improper mangling of packets that originally contain trailing whitespace, the 0x7f character, and characters less than 0x20 (embedded carriage return and line feed bytes are not allowed in a packet due to the inter-server/inter-client line-oriented "protocol").  It is the job of APRS-IS servers to attempt to compensate for these types of modifications by attempting to get the original packet through and block subsequent mangled packets.  It is not the place of APRS-IS servers to attempt to compensate for RF issues.  RF issues should be addressed by the respective RF transport devices and/or software.
