[aprssig] APRS-IS Duplicate Packets

As long as it is only for duplicate detection, this shouldn't hurt 
(much).  If trailing spaces are dropped for subsequent insertion into a 
DB or further propagation through APRS-IS or other networks, this is a 
big problem.
