[aprssig] APRS-IS Duplicate Packets

I have noticed for some time now that the APRS-IS is not filtering out all 
duplicate packets. I currently have a filter that only sends me packets 
from my weather station. I have noticed that a packets will come thru and 
a few seconds later I see the same packet that had gone thru a different 
digi or igate. I have logged some of the packets and while I do not have 
a timestamp on the exact time that the packets arrived, you can tell by the
time on the keepalive message sent every 20 seconds from the server that 
there are two packets sent very close to each other. And the timestamp
within the weather packet shows that these are the same packet.
Shouldn't the APRS-IS be filtering these out?
