I just don't see the problem.  If you have a car, use -9, if you
have an HT, use -7, if you are a truck driver, use -14, Use -0
(none) on your house.. Or use -10 if your house is an Igate.  If
you have a tracker, use -12.  If you have 5 trackers, use
-1,-2,-3,-4 and -12.

If y ou have more than that, use -15.  

If you have more than that, use anything you want or tactical
calls.

I don't see any confusion at all.  You can use any SSID you want
for any application you want.  It doesn't matter.  But if you
have an application that matches one of the ones on the list,
use it.

Maybe I can help, by changing the names of those 1-4 to "generic
for any application" or something like that...

They allow you to have more than one callsign on the air at the
