AX.25 is limited to 0-15. When you see a -63 it's on the internet and doesn't have that limit.

If we have an SSID of -63, does that mean we are not limited to 15 and can
have numbers -1 thru -99 available? Or are there software/hardware
limitations?

If we do have 99 different SSIDs, that would seem to "solve" the problem of
limited SSIDs.
