YES Weather beacons and APRS messages do this all the time. (Send packets
without position data.)

Not if it is the same radio in the same location with the same call. (There's
no problem with the same call in the FTM and in the Xdigi on the same radio.)
It's just the same as if you had both the local client function and
digipeating enabled in UI-View or other programs. It's just two different
kinds of transmissions from the same station.
