FLDigi is written in C/C++ using the GCC tools and the Fastlight 
('FL') windowing toolkit. I don't know about WSJT. You can develop on 
Linux and cross-compile a Win32 version or you can use the MinGW port 
of GCC to develop natively on a Windows machine.
