And here's some statistics from aprs.fi. The "Number of packets received 
from APRS-IS per second" actually contains some packets which were 
received from the WXQA servers, not the APRS-IS, the plain APRS-IS rate is 
closer to 30..40 per second. By today's Internet standards, it's actually 
not a lot.
