[aprssig] Please, standardize UTF-8 for APRS

So far, no-one on the APRS SIG has sent a message to VE7GDH-10 (UI-View)
since my posting, whether in "Eng;ish / ASCII" or "UTF-8 / English /
looks like ASCII" or "UTF-8 multi-byte characters". Maybe there aren't
any clients out there (yet?) that can send in UTF-8.
