[aprssig] HF APRS Stations - Please check frequency

That is not what I am referring to. The packets are obviously APRS 
packets. They are shifted off frequency just enough to make them unable 
to be decoded by stations who are properly on frequency. Stations at 
148.8 would be too far off to be related to these APRS transmissions.
