[aprssig] Who owns weather object YBBN ?

Looks like someone (KK5WM maybe?) is inserting METAR reports directly into APRS-IS as APRS weather station reports.  Don't know the justification as this information is obtainable via many different sources and is of little value to APRS stations on RF (other than generating QRM)(IMO).

(Actually, it is being sent with no temperature or humidity; your software is converting that to "minimum" values.)
