[aprssig] TNCX setups?

I know that javAPRSsrvr uses a default dupe time of 30 seconds.  Your 
setting below seems to be set to 10 seconds.  You could very well 
re-digi a slightly delayed packet as I see >10 second delays quite often 
on a busy channel.
