If the protocol is documented fully and not encrypted I believe it is legal,
just like these new digital modes on HF and DSTAR. The key is having the
spec open and the documentation freely available. POCSAG is like this, not
sure about ReFlex.

That would be 100% legal from the two-way perspective, BUT... After
looking a little into it, my concern with Flex/ReFlex was whether they
can they be used in an Amateur Radio environment sans Motorola since
they are proprietary.
