Should be.  A message from one station to another station is really a message from a person to a person.  Since the recepient can be located at any one of his APRS stations at any instant in time, it was best to have all of them decode the message, but only the intended one to ack it.

Of course delivery reliability is highest to the intended SSID match since it will be sent until acked.  But the others may only have a chance of getting one of the copies while monitoring.
